Independent strategic cost validation and delivery guidance for regional water security upgrades.
Overview - Infravisory supported upgrades to the Jones Hill Water Treatment Plant, including an 18 ML/day lamella clarifier, filter refurbishment, 59 km of trunk pipelines, new and upgraded pump stations, and reservoir dosing improvements across multiple sites from Jones Hill to Borgon Road. The program represents a critical water security investment for the Gympie region.
Challenge - The project required cost validation at Gateway 0 under pre-concept design conditions with limited design maturity. Key challenges included coordinating a multi-site regional program, managing stakeholder and community impacts, and selecting an appropriate procurement strategy to support delivery.
Infravisory Role - Engaged by GHD and Gympie Regional Council, Infravisory delivered a Class 5 estimate, including a schedule of rates, total out-turn cost model, first principles estimate, basis of estimate report, market intelligence integration, and procurement strategy assessment, aligned with industry best practice.
Outcome - Infravisory delivered a structured, defensible strategic cost position, incorporating regional market insights and procurement considerations, enabling informed Gateway 0 investment decision-making and confidence in early-stage planning.
