Independent pre-tender cost and constructability validation for chemical dosing upgrades within a live water treatment plant.

Overview - Infravisory supported the upgrade of sodium hydroxide dosing infrastructure at the operational North Pine Water Treatment Plant, with works carefully staged to maintain uninterrupted water supply to Brisbane and Ipswich.

Challenge - The project required validation prior to tender within a fully operational dosing environment. Key challenges included confirming scope completeness, developing realistic staging and shutdown sequencing, managing long-lead procurement risks, and ensuring market-aligned pricing in a volatile environment.

Infravisory Role - Infravisory provided independent pre-tender estimating and advisory services, including Class 3 and Class 1 (P80) estimates, first principles cost modelling, BOQ, constructability review, construction program aligned to staging constraints, risk analysis, and direct market engagement to validate pricing and lead times.

Outcome - Infravisory delivered a highly accurate, market-aligned estimate within 7% of tendered pricing, identified and mitigated procurement risks, validated delivery staging for continuous operations, and provided strong confidence in cost, risk, and delivery prior to investment decision.
